In 1931 , Walter Tsukamoto organized the Sacramento Chapter , JACL (Japanese American Citizens League) and served as its president until 1936 . He was elected JACL national president in 1938 . He is the first[?] Nisei to receive a law degree from Boalt Hall School of Law at University of California , Berkeley and the first Nisei to be accepted in the U.S . Army's Judge Advocate General's Department . He is one of the first Nisei to earn promotions to be Lieutenant Colonel and Colonel .
